What Is the FSMB?

The Federation of State Medical Boards (FSMB) is a national nonprofit organization that represents the 71 state medical and osteopathic boards in the United States. The FSMB develops model policies and guidelines to assist state medical boards in regulating medical practice, including standards for appropriate prescribing and telehealth services.

Our Commitment to FSMB Standards

Healthville Pharmacy is committed to working exclusively with healthcare providers who comply with FSMB guidelines and applicable state medical board regulations. We do not facilitate or fill prescriptions that do not meet the standards set by the relevant state medical board and the FSMB's Model Policy for the Appropriate Use of Telemedicine Technologies in the Practice of Medicine.

Valid Patient-Provider Relationship

Consistent with FSMB guidelines, Healthville Pharmacy only fills prescriptions issued by licensed practitioners who have established a valid patient-provider relationship. This relationship must include:

  • A documented medical history and review of the patient's relevant health records.
  • A clinical evaluation appropriate to the condition being treated, whether in-person or via a compliant telehealth encounter.
  • A diagnosis and treatment plan based on the evaluation.
  • Appropriate follow-up care as clinically warranted.

No "Questionnaire-Only" Prescribing

We do not accept or fill prescriptions generated solely from automated questionnaires without a clinical evaluation by a licensed practitioner. All prescribing partners must conduct a proper clinical evaluation prior to prescribing, in accordance with FSMB policies and state law.

Controlled Substance Compliance

Healthville Pharmacy complies with all federal and state laws governing the dispensing of controlled substances, including requirements established by the Drug Enforcement Administration (DEA) and the Ryan Haight Online Pharmacy Consumer Protection Act. We do not dispense Schedule II–V controlled substances based solely on an online consultation or questionnaire without an in-person evaluation, except where permitted by an applicable DEA exception or state emergency authorization.

State Licensing Compliance

Healthville Pharmacy is licensed as a compounding pharmacy in the states in which we operate. We require all prescribing providers to hold an active, unencumbered license in the state where the patient is located at the time of the telehealth encounter, consistent with applicable state medical board rules.

How Healthville Pharmacy Operates

Healthville Pharmacy is a state-licensed 503A compounding pharmacy. Every preparation is patient-specific, dispensed only pursuant to a valid prescription transmitted by a licensed prescriber, and reviewed by a pharmacist before dispensing. We operate in compliance with the Texas State Board of Pharmacy and every state board of pharmacy where we are licensed, USP compounding standards, HIPAA, and the FDA's 503A framework. Healthville Pharmacy is not an online drugstore, marketplace, telemedicine clinic, or e-commerce retailer, and we do not offer instant approvals, automatic checkout, or any workflow that bypasses prescriber and pharmacist oversight.

  • Patient-specific compounding. Every compounded preparation Healthville Pharmacy dispenses is made to the exact specifications of an individual patient's prescription. We do not produce or distribute commercial, off-the-shelf, or mass-produced drug alternatives.
  • Licensed prescriber involvement. Prescriptions are accepted and dispensed only when transmitted to Healthville Pharmacy by a licensed prescribing practitioner, or that practitioner's authorized agent, who has established a valid prescriber and patient relationship.
  • Pharmacist oversight. A licensed pharmacist performs clinical review of every prescription, including verification of patient information, drug appropriateness, dose, interactions, allergies, and contraindications, before any medication is prepared or dispensed.
  • Compliance with state & federal pharmacy laws. Healthville Pharmacy operates as a state-licensed compounding pharmacy and complies with the Texas State Board of Pharmacy, the boards of pharmacy in every state where we are licensed to dispense, USP <795> / <797> / <800> compounding standards, the FDA's 503A framework, HIPAA, and the Drug Supply Chain Security Act.
  • Intake & review process prior to dispensing. No medication is prepared or shipped before patient intake documents are collected, the prescription is received from the prescriber, and the pharmacy team has completed clinical review and verification. We do not offer instant approvals, automatic checkout, or any flow that bypasses prescriber and pharmacist oversight.
